Requires the Hawaii Teacher Standards Board to revoke teaching licenses of unit 5 collective bargaining agreement teachers who resign or retire during pending investigations into allegations of sexual assault, sexual harassment, or other physical abuse of students.

Mandates that any individual who retires or resigns from teaching before an investigation into sexual assault, sexual harassment, or physical abuse allegations is completed must surrender their Hawaii teaching license.

Requires the Hawaii Teacher Standards Board to report surrendered licenses to the National Association of State Directors of Teacher Education and Certification to prevent teachers from relocating to other states or institutions.

Aims to close a loophole that allows accused teachers to evade accountability by resigning or retiring before formal termination proceedings.

Takes effect April 14, 2112.
