Appropriates $6,600,000 from general revenues to the Department of Education for fiscal year 2023-2024 to fund charter school operations.

Requires this appropriation because charter school enrollment grew 4 percent faster than projected, with increased enrollment driven partly by temporary school options needed in Lahaina following the August 2023 Maui wildfire.

Declares that the state general fund expenditure ceiling for fiscal year 2023-2024 has already been exceeded by $1,033,839,854 (10 percent) and will be further exceeded by $6,600,000 (1 percent) due to this appropriation.

Finds that chapter 302D of Hawaii Revised Statutes requires the Department of Education to provide proportional funding to charter schools based on student enrollment, and current funding is insufficient to meet this requirement.

Takes effect upon approval by the governor.
