Establishes a peer support specialist working group within the Office of Wellness and Resilience to develop a statewide framework for peer support specialists in Hawaii.

Working group membership includes directors from state departments (Health, Education, Law Enforcement), judiciary representative, med-QUEST administrator, and individuals with lived experience in child welfare, justice systems, behavioral health, substance abuse recovery, and homelessness.

Working group must develop recommendations including clear role definitions for peer support specialists, ethics and standards, training and certification requirements, and guidance on requiring peer support specialists in state contracts.

Working group shall identify trauma-informed supervision models, inventory current peer support usage across agencies, and develop sustainability plan including Medicaid billing options.

Working group must submit findings and recommendations to the legislature no later than 20 days before the 2025 regular session and shall cease to exist on June 30, 2025.
