Establishes the Act 279 special fund to be administered by the Department of Hawaiian Home Lands, receiving appropriations, grants, donations, and interest accrued on fund balances.

Redirects unexpended or unencumbered funds from Act 279 (Session Laws of Hawaii 2022) that would lapse on June 30, 2024, into the new Act 279 special fund instead of the general fund.

Authorizes the special fund to be used for developing lots, purchasing land, providing purchase funding to waitlist applicants and qualified relatives, offering mortgage or rental subsidies, and addressing waiting list needs.

Appropriates funds from the Act 279 special fund for fiscal year 2024-2025, with all unencumbered monies lapsing on June 30, 2026.

Abolishes the Act 279 special fund on June 30, 2026, with any remaining unexpended balance reverting to the general fund.
