Establishes a new section 350-∅ creating procedures for maintaining and expunging names from the child abuse and neglect central registry in Hawaii.

Requires the department to include perpetrators' names in the central registry when confirming reports of child abuse, neglect, harm, or threatened harm by a preponderance of evidence.

Mandates automatic expungement of names if reports are not confirmed by the department or administrative proceedings, or if family court dismisses related petitions without finding sufficient evidence.

Allows persons confirmed as perpetrators to request expungement after five years if the report involved no aggravated circumstances or specific abuse conduct, and there are no subsequent abuse reports.

Requires the department to review expungement requests using criteria including time elapsed, severity, ages of child and perpetrator, rehabilitation evidence, and other relevant credible information; permits department discretionary expungement review as well.
