Amends Hawaii Revised Statutes Chapter 302A to require the Department of Education to work with the Department of Human Services to maximize participation in the federal Summer Electronic Benefits Transfer for Children Program established under the Consolidated Appropriations Act, 2023 (P.L. 117-328).

Amends Hawaii Revised Statutes Chapter 346 to authorize the Department of Human Services to implement the federal Summer Electronic Benefits Transfer for Children Program and contract with providers to administer it, with contracts exempt from competitive procurement requirements.

Allows the Department of Human Services to accept grants, donations, and contributions from private or public sources for program implementation.

Appropriates $53,500 and one full-time equivalent Program Specialist position (SR-24) to the Department of Education for fiscal year 2024-2025, conditional on matching federal funds of $53,500.

Appropriates $2,050,000 and one full-time equivalent Program Specialist position (SR-24) to the Department of Human Services for fiscal year 2024-2025, conditional on matching federal funds of $2,050,000.
