• Adds a new definition of "housing" or "housing project" to Hawaii Revised Statutes § 356D-1 as any home, residence, building, apartment, or dwelling unit designed principally for sheltering people.

• Removes the word "public" from multiple sections governing the Hawaii Public Housing Authority's powers to acquire property, lease housing projects, and issue bonds.

• Consolidates the definition of "housing project" to section 356D-1 by removing duplicate definitions previously located in sections 356D-11, 356D-11.2, 356D-12, and 356D-12.5.

• Clarifies the Authority's powers regarding partnerships, development agreements, bond issuance, trustee administration, and commercial/industrial property development related to housing projects.

• Effective date set for July 1, 3000.
