Amends Hawaii Revised Statutes Section 338-18(b) to add the Department of Hawaiian Home Lands as an entity with direct and tangible interest in accessing public health statistics records.

Authorizes the Department of Hawaiian Home Lands to access vital records for purposes of verifying Native Hawaiian ancestry and eligibility for beneficiary programs, with permission from the registrant or descendants.

Requires the Department of Health and Department of Hawaiian Home Lands to enter into a memorandum of agreement to ensure appropriate handling, access, and safeguarding of confidential and sealed records.

Takes effect upon approval.
