• Amends Hawaii Revised Statutes Section 572-6 to allow marriage license applicants to appear in-person or by synchronous online access as authorized by the Department of Health through administrative rules.

• Amends Hawaii Revised Statutes Section 572B-6 to allow civil union license applicants to appear in-person or by synchronous online access as authorized by the Department of Health through administrative rules.

• Removes requirement that agents issue a copy of civil union statutes to applicants.

• Takes effect upon approval.
