Extends the deadline for transferring the Oahu Regional Health Care System from the Hawaii Health Systems Corporation to the Department of Health from December 31, 2025 to December 31, 2026

Requires the working group established by Act 212, SLH 2021 to submit updated reports to the legislature including five-year pro forma operating and budget plans, ten-year capital improvement plans, and a breakdown of transfer costs

Mandates the Oahu Regional Health Care System and Department of Health enter into an agreement by December 31, 2024 regarding care for low acuity patients in the Department's custody

Requires the Oahu Regional Health Care System to report to the legislature by the 2026 session on partnerships established to fill useable spaces at Leahi Hospital and Maluhia, and how facilities integrate into the continuum of care for long-term care and mental health services

Maintains employee protections during transition including retention of civil service status, salary, seniority, leave credits, and collective bargaining rights
