Establishes the Hui Ho'omana ("group to transform and empower") task force within the State Health Planning and Development Agency to develop recommendations for universal access to equitable and affordable health care for Hawaii residents.

Task force consists of up to 26 voting members representing state agencies, health systems, medical associations, health plans, and county governments, plus 10 nonvoting ex officio members from executive and legislative branches.

Task force shall identify actions needed for a comprehensive health care plan, assign responsible parties with timelines and deadlines, and identify required resources and funding options from private, state, and federal sources.

Task force must submit preliminary findings and recommendations to the legislature no later than 20 days before the 2025 regular session convenes, and a final report before dissolution.

Task force dissolves on July 1, 2025; bill takes effect on December 31, 2050.
