• Changes the plan public hearing requirement from chapter 91 procedures to section 92-41, maintaining at least one hearing per county with three hearings in Honolulu at strategic geographic locations.

• Repeals section 321-176 requiring biennial progress reports to the legislature and governor on implementation of the statewide mental health services plan.
