Clarifies the definition of "manufactured hemp product" in section 328G-1, Hawaii Revised Statutes, to explicitly include products specified in rules adopted by the Department of Health pursuant to section 328G-4.

Restructures the definition to include two categories: (1) products created by processing that are either intended for oral consumption as dietary supplements in tablet, capsule, powder, softgel, gelcap, or liquid form, or in topical application form for skin or hair; and (2) any other product specified in department rules.

Maintains the exclusion that "manufactured hemp product" does not include living hemp plants, viable seeds, leaf materials, or floral materials.

Addresses an ambiguity created by Act 263, Session Laws of Hawaii 2023, which inadvertently limited the Department of Health's rulemaking authority to regulate new types of hemp products.

Takes effect upon approval.
