Makes the Nursing Facility Sustainability Program permanent by removing the December 31, 2023 repeal date and extending it indefinitely.

Exempts the nursing facility sustainability program special fund from central service expenses and administrative expenses assessments under Hawaii Revised Statutes sections 36-27(a) and 36-30(a) on a permanent basis.

Repeals chapter 346E, Hawaii Revised Statutes, relating to the nursing facility tax, eliminating that separate tax mechanism.

Increases the maximum nursing facility sustainability fee from 5.5 percent to 6 percent of net patient service revenue, calculated on a per resident day basis.

Appropriates funds from the nursing facility sustainability program special fund to the department of human services for fiscal years 2023-2024 and 2024-2025 to support nursing facility payments and federal Medicaid matching purposes.
