SB3141 Summary

• Requires Department of Health to track and publicly report monthly data on crisis reports, emergency mental health transports, assisted community treatment evaluations, and court-ordered treatments, with reporting disaggregated by county and type.

• Mandates Department of Health respond to reports of persons with severe mental illness, assess them for assisted community treatment eligibility, and coordinate the process for filing petitions if criteria are met.

• Establishes that court denial of involuntary commitment petitions automatically notifies Department of Health to evaluate the person for assisted community treatment.

• Appropriates $2,250,000 for fiscal year 2024-2025 for software, website development, data collection and publication, and three full-time equivalent positions (coordinator, data analyst, epidemiologist).

• Repeals the June 30, 2024 sunset date of Act 111, SLH 2017, allowing continued authority for involuntarily committed patients to be ordered to receive treatment over their objection.
