Establishes a special fund designated as the Dam and Appurtenance Improvement or Removal Grant Program Special Fund to be administered by the Department of Land and Natural Resources.

The special fund receives appropriations from the legislature, moneys from public or private sources, and any interest or income derived from fund assets.

Appropriates $10,000,000 from general revenues for fiscal year 2024-2025 to be deposited into the special fund as seed funding for the grant program.

Appropriates an additional $10,000,000 from the special fund for fiscal year 2024-2025 for the department to administer the dam and appurtenance improvement or removal grant program.

Repeals the original $10,000,000 appropriation from Act 134 (Session Laws of Hawaii 2023) to prevent lapsing of unused funds by creating a dedicated special fund that retains unspent moneys.
