Amends Section 6E-11 of the Hawaii Revised Statutes to add new civil and administrative violations relating to archaeological activities and mitigation commitments.

Creates violation for failing to comply with agreed upon archaeological mitigation commitments approved by the Department of Land and Natural Resources.

Creates violations for failing to conduct an archaeological inventory survey as specified in an approved plan, altering an approved plan without written department approval, or carrying out project activities in preservation areas or burial preserves without prior written approval.

Creates violation for failing to complete and submit required archaeological reports.

Maintains existing penalty of up to $20,000 per violation, plus additional fines for loss or damage to historic property or burial sites, with equipment seizure provisions and 10-year debarment from state/county funded construction projects for burial site violations.
