S.B. 3157 - Direct Negotiation for Public Land Leases

• Expands direct negotiation authority for public land leases to include commercial use on parcels up to five acres and industrial use on parcels up to five acres, in addition to existing uses.

• Requires the board to hold at least two public hearings before approving any disposition of public lands through direct negotiation.

• Maintains maximum lease terms of 35 years for commercial and industrial uses, with exceptions allowing 70 years for maritime operations and 65 years for aquaculture operations.

• Permits aquaculture operations in good standing to renew leases and engage in supportive activities related to or integrated with aquaculture during the lease term.

• Sunsets on June 30, 2029, at which point the previous version of Hawaii Revised Statutes section 171-59(b) shall be reinstated.
