Amends Hawaii Revised Statutes Section 142-74 to add a mandatory minimum fine of $1,000 for dog owners whose dog injures or destroys property while on private property zoned for agricultural use without the owner's consent.

Dog owner remains liable for damages to the injured property owner and must confine or destroy the dog, in addition to paying the new $1,000 minimum fine.

Adds new subsection (b) to establish the agricultural property penalty while renumbering the existing county ordinance provisions to subsection (c).

Takes effect on June 30, 3000.
