Authorizes the Governor to execute a compact on behalf of Hawaii to cooperate in the Pacific States Marine Fisheries Commission, an interstate agency managing Pacific ocean fishery resources.

Establishes Hawaii's representation on the Commission through three members: the Board of Land and Natural Resources chairperson (ex officio), and two appointed commissioners from the fishing community, with at least one representing Native Hawaiian fishing practices.

Non-ex officio commissioners serve four-year terms and may be removed by the Governor after due notice and public hearing; vacancies are filled for the unexpired term.

Incorporates the Pacific Marine Fisheries Compact framework, which promotes sustainable management of marine, shell, and anadromous fisheries and requires states to contribute to the Commission's annual budget based on a formula allocating 80% equally among Pacific Ocean boundary states, 5% minimum from other members, and the remainder proportional to commercial fishery value.

Effective date: July 1, 3000.
