Amends section 171-58.5, Hawaii Revised Statutes, to add a new exception allowing the taking of sand, dead coral, coral rubble, rocks, soil, and other marine deposits seaward from the shoreline for research, education, management, or propagation purposes when authorized by a permit from the Department of Land and Natural Resources

Authorizes the department to issue permits for marine deposit removal that was previously prohibited, enabling the department to respond to permit requests it could not previously approve

Becomes effective July 1, 2050
