Establishes a new chapter in Hawaii Revised Statutes governing apostilles and non-apostille certifications for document authentication.

Defines "apostille" as certification under the 1961 Hague Treaty and "non-apostille certification" as certification issued by the lieutenant governor for countries not recognizing the Hague Treaty.

Creates the Apostilles and Certifications Special Fund administered by the Office of the Lieutenant Governor, funded by fees collected for certifications, interest earned, and legislative appropriations.

Authorizes the Office of the Lieutenant Governor to establish fees for apostilles and non-apostille certifications through administrative rules and permits fund expenditures for operational and administrative expenses including modernization, postage, and supplies.

Appropriates $12,000 from general revenues for fiscal year 2024-2025 to be deposited into the special fund, with an equal amount appropriated from the special fund for operational expenses, effective July 1, 2024.
