Establishes a three-year emergency procurement pilot program for the Department of Law Enforcement allowing emergency procurement without prior chief procurement officer approval under Hawaii Revised Statutes section 103D-307.

Applies to equipment failures and repairs to public property necessary to prevent further loss, damage, or serious disruptions to government services within the district boundaries specified in Hawaii Revised Statutes section 4-1(2)(D).

Requires the director of law enforcement to account for all emergency procurement spending and report the accounting to the legislature within 60 days after the end of each fiscal year.

Requires the department to submit findings, recommendations, and any proposed legislation to the legislature no later than 20 days before the 2027 regular session.

Pilot program terminates on July 1, 2027, with the Act taking effect on July 1, 2112.
