Establishes the University of Hawaii Conference Center Revolving Fund to replace separate community college conference center funds and consolidates conference center programs under university-wide administration.

Authorizes the University of Hawaii to establish and collect fees and charges for conference center services and permits the university to create separate accounts within the revolving fund for different campuses and operating units.

Allows the university to expend revolving fund moneys for conference-related costs including honoraria, lodging, food, travel, audiovisual equipment rental, and supplies without competitive bidding requirements under state procurement law.

Repeals the separate Conference Center Revolving Fund for the University of Hawaii at Hilo and transfers all unencumbered balances from repealed accounts to the new consolidated University of Hawaii Conference Center Revolving Fund effective July 1, 2024.

Requires the University of Hawaii to submit an annual report to the legislature accounting for all income and expenditures of the revolving fund.
