SB 3194 Summary

• Authorizes independent generators of renewable energy to engage in retail wheeling (transmitting electricity over utility transmission lines to customers) subject to Public Utilities Commission approval and regulation.

• Requires the Public Utilities Commission to determine by December 31, 2025 whether retail wheeling is in the public interest through an investigatory docket process examining reliability, cost-effectiveness, interconnection, rates, and impacts on utilities and ratepayers.

• If the Commission determines retail wheeling is in the public interest, the Commission shall establish policies, procedures, and rates by rule or order to implement the program, including customer protection measures.

• Defines "retail wheeling" as transmission of electric power from independent renewable energy generators over utility transmission and distribution lines to renewable energy users.

• Requires the Public Utilities Commission to submit findings and recommendations on retail wheeling to the legislature no later than twenty days before the 2026 regular session.
