Expands the definition of "renewable energy producer" under Hawaii Revised Statutes section 171-95 to allow the Board of Land and Natural Resources to lease public lands by direct negotiation to a broader range of renewable energy developers.

Adds renewable energy producers that provide district heating or cooling services as a new category of eligible renewable energy producers for public land leases.

Modifies the definition to reference section 269-91's definition of "renewable energy" rather than listing specific energy types, broadening eligible renewable sources to include sustainable aviation fuels and hydrogen.

Requires renewable energy projects to have lifecycle greenhouse gas emissions at least seventy-five percent below the fossil fuel they would replace.

Clarifies that the definition does not authorize wheeling of power unless separately authorized by law, rule, or Public Utilities Commission approval; effective date of July 1, 3000.
