SB 3196 Summary

• Expands Hawaii's assault weapons ban to include .50 caliber rifles and assault weapon attachments effective July 8, 2024.

• Modernizes assault pistol definition to include pistols with one or more prohibited features such as buffer tubes, arm braces, second pistols grips, and shrouds that encircle the barrel.

• Prohibits detachable magazines with capacity exceeding 20 rounds for all firearms except pistols, which remain limited to 10 rounds.

• Bans importation and sale or transfer of .50 caliber rifles and assault weapon attachments within the State, except to licensed dealers or law enforcement, with exceptions for law enforcement and military personnel.

• Provides exemptions for registered .50 caliber rifles limited to use on private property, licensed ranges, or while traveling to these locations in a case.
