Exempts concessions within stadium facilities from Chapter 102 regulations and authorizes the stadium authority to sell or lease naming rights to the stadium facility or any portion thereof to public or private entities.

Exempts concessions within convention center facilities from Chapter 102 regulations and authorizes the Hawaii Tourism Authority to sell or lease naming rights to the convention center facility to public or private entities.

Directs all revenues from advertising, marketing, and naming rights at the convention center facility to be deposited into the convention center enterprise special fund.

Allows billboards and outdoor advertising devices at stadium and convention center facilities with authorization from respective authorities, including naming rights signage, provided devices face interior of facilities and meet specified conditions (no moving images for naming rights).

Exempts outdoor advertising devices at stadium and convention center facilities from county regulation, allowing state-level control of these advertising displays.
