Prohibits private covenants on residentially zoned lots within urban districts recorded after the effective date from restricting density below county zoning code allowances or prohibiting long-term residential rentals.

Requires county directors of land use agencies to review and approve, deny, or act upon applications for subdivision, consolidation, or resubdivision of parcels within urban districts, with counties able to establish eligibility standards and ordinances consistent with general plans.

Adds factor to impact fee calculations considering square footage of development, with deductions for existing structure conversions and alternative calculation methods for water and sewage facilities based on fixture count.

Makes clarifying language edits to Hawaii Revised Statutes Section 46-4 regarding county zoning powers and procedures.

Takes effect January 1, 3000.
