Amends Hawaii Revised Statutes Section 302A-407 to require school bus contracts between the State and contractors to include provisions prioritizing the use of vehicles that do not require drivers to hold a commercial driver's license.

Addresses a shortage of school bus drivers in Hawaii that has resulted in suspension or cancellation of bus transportation services at ten high schools on Oahu and four schools on Kauai.

Allows use of passenger vans carrying fewer than sixteen people, which do not fall within the definition of commercial motor vehicles and do not require commercial driver's licenses.

Maintains all existing contract requirements including vehicle safety equipment, visual signals, and compliance with applicable rules and standards.

Takes effect upon approval.
