Establishes a Medical Debt Forgiveness Working Group within the Office of Wellness and Resilience to study the feasibility of acquiring and forgiving outstanding medical debt owed by Hawaii residents.

Requires the working group to include representatives from insurance companies, public and private hospitals operating in Hawaii, and other stakeholders deemed necessary.

Directs the working group to consider program eligibility requirements and best practices for collecting personal information in compliance with the Health Insurance Portability Act of 1996, ensuring data is used only for debt acquisition, forgiveness, financial education, or related assistance.

Requires submission of the working group's findings, recommendations, and any proposed legislation to the legislature no later than 20 days before the 2025 regular session.

Working group ceases to exist on June 30, 2025.
