• Amends Hawaii's prohibition on campaign finance contributions and expenditures by foreign nationals and foreign corporations to include independent expenditures and electioneering communications.

• Requires every business entity making campaign contributions or expenditures to file a certification statement signed by its chief executive officer under penalty of perjury, attesting the entity was not a foreign corporation on the date of the contribution or expenditure.

• Prohibits foreign nationals and foreign corporations from making contributions or donations earmarked for use in campaign finance activities, including independent expenditures or electioneering communications.

• Requires noncandidate committees making only independent expenditures to obtain certification statements from top contributors that funds were not derived from foreign corporations; requires disclosure warning if certification not received.

• Effective date: January 1, 3000.
