Requires the state procurement office to amend Hawaii Administrative Rules section 3-122-75(f) to allow purchases under $5,000 to be awarded through direct selection or award methods.

Permits purchasing agencies to use any method they deem practical or convenient for expenditures with estimated costs less than $5,000, rather than following standard procurement procedures.

Applies to goods, services, and construction purchases under the $5,000 threshold.

Takes effect upon approval.
