Requires the Department of Education, Department of Health, Department of Corrections and Rehabilitation, Department of Defense, and University of Hawaii system to progressively increase purchases of fresh local agricultural products and local value-added processed food products with benchmarks of 10% by January 1, 2025; 18% by January 1, 2030; 26% by January 1, 2035; 34% by January 1, 2040; 42% by January 1, 2045; 50% by January 1, 2050; and 100% by January 1, 2112, as measured by percentage of total food cost.

Mandates each affected department and the University of Hawaii system submit annual reports to the legislature 20 days before each regular session detailing total food costs, percentage of local product purchases, and explanations for any failure to meet benchmarks.

Directs the Department of Agriculture to examine fresh local agricultural products and value-added processed foods that could substitute for current purchases, and to evaluate new cultivation technologies such as wheat production within the state.

Defines "fresh local agricultural products" as fruits, vegetables, nuts, coffee, eggs, poultry, livestock, milk, aquacultural, and horticultural products that are 100% grown and harvested in Hawaii.

Defines "local value-added, processed, agricultural, or food products" as products where at least 51% of the primary agricultural product is grown, raised, and harvested in Hawaii.

Effective date: July 1, 2112.
