SB3265 Summary

• Establishes the Hawaii Film Advisory Council with up to thirteen members representing county film offices, state film office, film and entertainment board, labor unions, studios, education, workforce development, entrepreneurs, Native Hawaiian/Pacific Islander organizations, and the Director of Business, Economic Development, and Tourism as an ex officio voting member.

• Amends the motion picture tax credit definition of "qualified production" to explicitly include streaming platforms (up to eight episodes per season) and adds television specials and single episodes to eligible productions.

• Expands "qualified production costs" to include costs for fashion and accessories products created by Hawaii businesses and costs for contracting and licensing Hawaii-originated music for on-camera use or post-production.

• Establishes one full-time film industry development liaison position within the Creative Industries Division of the Department of Business, Economic Development, and Tourism, exempt from civil service requirements, with council input on the appointment.

• Appropriates general fund revenues for fiscal year 2024-2025 to establish the film industry development liaison position and associated administrative costs.
