• Establishes tiered towing charges based on time of day: regular hours (6 a.m. to 6 p.m. Monday-Friday), off-hours (6 p.m. to 6 a.m. Monday-Thursday and Friday 6 p.m. to Monday 6 a.m.), and dolly tows, plus mileage and storage fees.

• Requires towing companies and parking management companies to accept payment by cash, credit card, and debit card, and prohibits directing customers to use on-site automated teller machines instead of accepting card payments.

• Authorizes towing and parking management companies to charge a maximum fee (amount to be specified) for placement or removal of vehicle immobilization devices.

• Takes effect January 1, 2050.
