Requires the Disability and Communication Access Board to convene a working group to study American Sign Language (ASL) interpretation services in Hawaii and investigate methods to improve service provision.

Working group shall include representatives from the disability and communication access board (chair), department of human services division of vocational rehabilitation, department of education, a University of Hawaii ASL professor, a deaf and blind task force member, an active ASL interpreter, and additional members as deemed necessary.

Working group must submit findings, recommendations, and any proposed legislation to the legislature by December 31, 2024, with assistance from the department of health.

Invited working group members serve without compensation but receive reimbursement for reasonable expenses including travel; members are exempt from Hawaii Revised Statutes chapter 84 solely for their working group participation.

Working group shall be dissolved on June 30, 2025.
