SB330 Summary

• Grants the Hawaii Housing Finance and Development Corporation (HHFDC) a right of first refusal to develop state lands located within county-designated transit-oriented development zones or within one-half mile of a proposed or existing transit station.

• Excludes from this authority lands owned or operated by the Hawaii Public Housing Authority, the Department of Hawaiian Home Lands, and the Stadium Development District established under Chapter 206E.

• Requires state departments and agencies to provide the HHFDC with 60 calendar days advance written notice before approving any proposed development or transfer of fee simple or leasehold property interests on affected state lands.

• Permits state departments and agencies to proceed with development if the HHFDC does not exercise its right of first refusal within 60 calendar days of receiving notice.

• Defines "development" to include planning, redesign, clearance, reconstruction, redevelopment, rehabilitation, and provision of residential, commercial, industrial, public, and recreational structures on state lands.

• Takes effect on July 1, 2050.
