S.B. 3314 Summary

• Requires that new state building construction including parking must design at least 25% of parking stalls to be electric vehicle charger-ready, beginning July 1, 2024, where feasible and cost-effective.

• Defines "electric vehicle charger-ready" as having sufficient wiring, conduits, raceways, and electrical capacity to support minimum 40-ampere, 208 or 240-volt branch circuits for Level 2 charging stations.

• Directs the Hawaii State Energy Office to survey existing state facilities with parking, prioritize them for retrofitting, and submit a report to the legislature identifying 4 to 10 high-priority facilities for electric vehicle charging infrastructure installation.

• Establishes a state goal to retrofit state facilities to be electric vehicle charger-ready.

• Appropriates $200,000 from general revenues to the Department of Accounting and General Services for fiscal year 2024-2025 to conduct cost assessments and install electric vehicle charging systems at identified high-priority state facilities.
