Prohibits condominiums and planned community associations from prohibiting or restricting residents from cultivating vegetable gardens within their own units through articles of incorporation, bylaws, house rules, or association documents.

Requires unit owners' consent before any person may cultivate a vegetable garden in a unit owned by another, with unit owners able to withdraw consent at any time.

Restricts vegetable gardens from being cultivated in common elements or areas and from abutting any building in the condominium or planned community.

Allows unit owners to impose restrictions on water use and types of plants cultivated, including prohibiting invasive or destructive plants, when the unit is owned by another person.

Permits county ordinances and regulations addressing water use during droughts, fertilizer use, and control of invasive species to remain in effect.
