• Applies to tenancies covered by the governor's wildfire-related eviction moratorium under Hawaii Revised Statutes sections 521-68, 521-71, and chapter 666.

• Restricts landlords from filing summary possession actions for nonpayment of rent based on a tiered rental debt threshold that decreases over time after the final eviction moratorium expires: four months of rent (days 1-30), three months (days 31-91), two months (days 92-152), and one month (days 153-365).

• Defines "final eviction moratorium" as an emergency proclamation issued by the governor related to wildfires that prohibits residential evictions for nonpayment of rent and is either not renewed or renewed without rent-related eviction protections.

• Excludes rights and duties that matured before the effective date, though renewed or extended contracts after the effective date must comply with the Act.

• Takes effect July 1, 2040, contingent on the governor notifying the chief justice, legislature, and revisor of statutes at least 20 days before the final eviction moratorium expires that no further eviction moratoria will be issued.
