Requires appointees for judges and justices to file financial disclosures with the State Ethics Commission within five business days of appointment, with disclosures made available to the Senate and public.

Defines "appointee for a judge or justice" as a person selected by the governor, chief justice, or judicial selection commission under Hawaii's Constitution, excluding per diem district court judges.

Amends the Commission on Salaries to consider the deterrence of bribery and corruption when making salary recommendations for state officials.

Expands the list of officials required to file financial disclosures under HRS Section 84-17 to include judicial appointees, limiting them to initial disclosures only.

Takes effect July 1, 3000 (appears to be a drafting error for an earlier date).
