Requires the Department of Accounting and General Services to assess the feasibility of installing distributed energy resource systems (solar, battery storage, etc.) at state facilities, beginning January 1, 2025 for facilities that have not implemented energy efficiency measures since 2010, and January 1, 2027 for all other state facilities.

Mandates state facilities implement and install distributed energy resource systems identified in the feasibility assessments no later than five years from the report issue date.

Prioritizes energy efficiency measures for first responder facilities, including firefighter stations, paramedic facilities, and emergency medical services locations.

Requires applicable state agencies to assess the feasibility of developing resilience hubs equipped with distributed energy resources that can provide emergency services and be open to the public during emergencies.

Prohibits state entities from claiming tax credits, deductions, or asset depreciation under state tax law for implementing the required energy efficiency measures.
