Amends Act 312, Session Laws of Hawaii 2022, to expand the cover crop reimbursement pilot program to include oilseed cover crops (camelina, carinata, pennycress, and sunflower).

Establishes that oilseed cover crops provide locally sourced, firm renewable energy feedstocks to support Hawaii's renewable portfolio standards requiring 40% renewable electricity by 2030, 70% by 2040, and 100% by 2045.

Oilseed cover crops reduce soil erosion, dust, and nutrient runoff while increasing pollinator health and biodiversity, and can be grown as second or third crops on otherwise fallow cropland.

Makes technical correction to capitalize "university" in reference to the University of Hawaii at Manoa college of tropical agriculture and human resources.

Takes effect July 1, 3000 (note: effective date appears to contain a clerical error).
