Authorizes temporary assignment of permanent legislative staff to executive or judicial branch agencies during the interim between regular legislative sessions, with approval from the presiding officer and appointing legislator.

Requires a memorandum of understanding or agreement between the legislative chamber and receiving agency that specifies duties, responsibilities, compensation, payment responsibility, assignment duration, and other relevant terms.

Maintains that temporarily assigned legislative employees retain their status as permanent legislative employees exempt from civil service (chapter 76) and entitled to all state employee benefits and privileges.

Amends Hawaii Revised Statutes Section 22-4 to establish procedures for interim staff assignments while preserving legislative employment status and protections.

Takes effect July 1, 2050.
