Department of Agriculture must certify plant care component treatments (wood chips, compost, and filter socks) performed within Hawaii and may permit entities to conduct treatments before shipment.

Prohibits distribution of plant care components that originated outside Hawaii unless treated immediately upon entry and certified by the Department of Agriculture.

Prohibits transportation of plant care components between islands or from Hawaii to outside locations without prior Department of Agriculture certification that the component has been treated through fumigation or heat treatment.

Fees collected for plant care component treatment certifications must be deposited into the pest inspection, quarantine, and eradication fund.

Takes effect July 1, 2024.
