Increases Hawaii Board of Education from 9 to 12 members by adding the Director of Business, Economic Development, and Tourism; Director of Labor and Industrial Relations; and President of the University of Hawaii as ex officio voting members.

Increases University of Hawaii Board of Regents from 11 to 14 members by adding the Director of Business, Economic Development, and Tourism; Director of Labor and Industrial Relations; and Superintendent of Education as ex officio voting members.

Maintains geographic representation requirements for appointed Board of Education members (one each from Hawaii, Maui, and Kauai counties; three from Honolulu; three at-large) and Board of Regents members (two each from Hawaii and Maui counties; one from Kauai; five from Honolulu).

Adjusts quorum requirements for Board of Education from five to six voting members and updates vice chairperson selection to apply only to non-ex officio members under section 302A-121(a)(1) to (5).

Requires governor to provide written documentation of administration's goals and board nominee qualifications upon nomination of Board of Education members.
