Requires the Department of Human Resources Development (DHRD) to submit an annual report to the legislature by day 20 of each regular session on telework policies and metrics for all executive branch departments, including adoption rates, usage hours, authorized teleworkers, and productivity assessments.

Mandates DHRD to purchase and implement a pilot telework monitoring system in up to three state departments to assess productivity of teleworking employees, with customizable dashboards, benchmark indicators, and integrated training for managers and employees.

Requires the monitoring system to include a component tracking in-office employees' productivity to serve as a baseline for comparison with teleworking employees.

Appropriates funds for fiscal year 2024-2025 to develop and implement the pilot monitoring system and establishes two full-time equivalent positions: one to assist with program development and one statewide telework coordinator.

Declares that the appropriations exceed the state general fund expenditure ceiling for fiscal year 2024-2025 and becomes effective July 1, 2050.
