SB 3381 Summary

• Establishes the Lele Community District under a nine-member board of residents to coordinate the rebuilding of Lahaina following the August 8, 2023 wildfire that destroyed approximately 3,000 housing units.

• Creates the Lele Community Special Fund to receive revenues, grants, and appropriations; board may assess land users for operating costs based on proportionate acreage and may impose rent control limits on district properties.

• Board powers include acquiring and disposing of property, exercising eminent domain, creating a community master plan, and adopting rules on health, safety, building, planning, and zoning that supersede inconsistent county ordinances once a community plan is finalized.

• Appropriates $1.5 million for nine FTE positions, $6 million for predevelopment planning, $800,000 for expenses, $250,000 for elections, and conditionally appropriates $100 million to the special fund if matched by $100 million in private sector funds; authorizes $200 million from the special fund for district purposes.

• First Lele Community District board election scheduled for January 31, 2025; candidates and voters must reside within district boundaries; campaign contributions limited to $100 per election period.
