Requires the Department of Labor and Industrial Relations, in consultation with the Insurance Commissioner, to develop a procedural manual for a family leave insurance program that pays family leave insurance benefits.

Procedural manual must consider fund type, funding mechanisms, contribution rates, coverage, and non-duplication with other benefits including sick leave, temporary disability insurance, and collective bargaining agreements.

Department must submit a report to the legislature no later than twenty days prior to the convening of the regular session of 2025 with status, findings, recommendations, and any proposed legislation.

Appropriates unspecified general revenue funds for fiscal years 2023-2024 and 2024-2025 to the Department of Labor and Industrial Relations to develop the family leave insurance program.

Effective date is January 1, 2050.
